One solution to this problem would be making it manditory that the biological father gives his consent to the adoption of his child. And inorder to inforce this maybe the mother would be fined if she failed to get the concent of the father. That way if the mother couldn't find the father if he comes back and wants the child, the mother can be heavily fined. Other solutions may include a time limit for the adoption to be withdrawn but I think the majority of the problem lies with the father not giving consent.

We propose that by June of 2011 a law shall be enforced making it mandatory that the biological mother include the consent of the biological father when looking to put the child up for adoption. If the biological father cannot be found the adoption can take place. However, in the account that the biological father does surface and he would like custody of the child, the mother must pay a fine of 500 dollars.
V. I (we) think this solution will work because: (You must use factual information to prove your solution will work)
We believe this will work because both the Baby Richard and Baby Jessica cases could have been avoided if the fathers' consent was given ahead of time.
